Minutes of a meeting of the above Committee held at Wickham Community Centre on Thursday 15th May 2008 at 9.45am. Present: Michael Sadler-Forster (Chairman), Angela Clear, Mike Bennett, Mike Carter Parish Clerk Nicki Oliver 1. To receive apologies for absence: Therese Evans. 2. To receive declarations of interest on agenda items: none. 3. To adjourn meeting to allow participation by members of the public: not required. 4. To progress discussions regarding the following proposals: 4.1 To consider all options for the immediate, middle and long term development of the village and after consultation with all the relevant parties to recommend to the Parish Council a "Wickham Development Strategy" to cover the period up to 2030. 4.4.1 To consider developing issues and options in respect of item 4.1: traffic and parking, infill development, physical, social and economic infrastructure requirements and tourism. See below. 4.4.2 To monitor progress of Winchester City Council LDF process and to respond to consultations where appropriate. Consultation on Preferred Options awaited. 4.2 To determine a brief for, and agree upon a list of, not less than four planning consultants appropriate to carry out an "impact assessment" study to reveal the likely consequences for the village of the proposed SDA north of the M27, together with the implications of the recently announced Government initiative to create a City Region in South Hampshire. To obtain methodology, timescale and cost bids for presentation and recommendation to the Parish Council 4.2.1 To monitor progress of Fareham BC LDF process in respect of planning the SDA, and to respond to consultations where appropriate. Consultation on Preferred Options awaited. 4.2.2 To highlight in particular, the need to consider the affect of the SDA on roads north of the development. Ongoing, a number of studies are taking place on traffic issues in the PUSH and wider areas which will be monitored. 4.3 To identify possible sources of support funding to assist aspects of the Forward Planning Committee recommendations with specific reference to the cost of consultants where relevant. Parish Council initiated studies were agreed to be inappropriate at present, see 4.2.2 above. 5. To receive report from initial meeting with HCC Transport Planners and WCC Access and Infrastructure Officers in respect of agenda items 4.1 - 4.3 above held 8th May. Notes from the meeting were circulated, unfortunately HCC and WCC officers present were unable to satisfactorily advise on many of the issues raised on the agenda. The following recommendations to Full Council were agreed: · That measures to prevent / reduce the numbers of HGV’s using The Square and Bridge St as a short cut to the A32/A334 be investigated. · That the Parish Council should investigate the possibility of seeking devolution from WCC of the ownership/ management of The Square car park. 6. To review progress of the Village Design Statement and Market Town Health Check in light of the above proposals and to discuss next steps. Draft documents are being developed, WCC’s LDF Preferred Options decisions are needed to make further progress, it was agreed that draft documents should be ready for consultation by October 2008. 7. To receive update on WAHG plans and to agree response to CAH Exception Site Option Study and make recommendations to Full Council - copy of study emailed to members. The following recommendation to Full Council was agreed: The Parish Council would support proposals for exception site housing on Site 2 (to the rear of the Community Centre) or as an extension to Gwynn Way, not currently suggested within the report. Other sites would not be supported as they are contrary to the adopted Village Design Statement and response made to WCC’s LDF Issues and Options paper which seeks to concentrate future development to the north of the village centre. 8. To receive update on Rookesbury Estate plans for north of The Circle following meeting 8th May. Notes from meeting circulated to members including: Rookesbury has put forward sites to the north and east of The Circle for development of up to 110 houses. Their remaining land between here and Blind Lane has also been submitted but the expectation is not to develop in the foreseeable future. Highways Engineers have agreed access off Mill Lane into potential exception site and recreation land behind Gwynn Way. A joint development plan with adjoining land owner Tom Houghton has not progressed. Current proposals include a new surgery and some Community Land Trust houses on this land Meeting closed 11.15am |
