Minutes of a meeting of the above Committee held at Wickham Community Centre on Thursday 12th June 2008 at 9.45am. Present: Michael Sadler-Forster (Chairman), Mike Bennett, Mike Carter, Angela Clear, Sue Roger-Jones Nicki Oliver Parish Clerk 1. To elect a chairman for the ensuing year: Michael Sadler-Forster elected. 2. To receive apologies for absence: Therese Evans. 3. To receive declarations of interest on agenda items: none. 4. To adjourn meeting to allow participation by members of the public: not required. 5. To progress discussions regarding the following proposals: 4.1 To consider all options for the immediate, middle and long term development of the village and after consultation with all the relevant parties to recommend to the Parish Council a "Wickham Development Strategy" to cover the period up to 2030. 4.4.1 To consider developing issues and options in respect of item 4.1: traffic and parking, infill development, physical, social and economic infrastructure requirements and tourism. 4.4.2 To monitor progress of Winchester City Council LDF process and to respond to consultations where appropriate. It was agreed that a first draft of the Wickham Development Strategy should be completed by the end of December. The date may need to be reviewed as the time scale for the production of WCC’s Preferred Options as part of its LDF process is unclear at present. The results of the Preferred Options decisions are key to the future of Wickham. It was noted that the Save the South East Group intended to pursue a legal challenge to the principle of the Hedge End SDA, highlighting the lack of consultation during the selection of sites. It was agreed that the Parish Council’s position should be to protect Wickham rather than fight the principle of the development of the North Fareham SDA. 4.2 To determine a brief for, and agree upon a list of, not less than four planning consultants appropriate to carry out an "impact assessment" study to reveal the likely consequences for the village of the proposed SDA north of the M27, together with the implications of the recently announced Government initiative to create a City Region in South Hampshire. To obtain methodology, timescale and cost bids for presentation and recommendation to the Parish Council. 4.2.1 To monitor progress of Fareham BC LDF process in respect of planning the SDA, and to respond to consultations where appropriate. 4.2.2 To highlight in particular, the need to consider the affect of the SDA on roads north of the development. It was agreed that the commissioning of independent surveys at this time would be inappropriate. Existing and proposed surveys are to be monitored and responded to when necessary. This agenda item will be rephrased in future agendas. 4.3 To identify possible sources of support funding to assist aspects of the Forward Planning Committee recommendations with specific reference to the cost of consultants where relevant. See above item. Item to be removed from future agendas. 6. To receive update on agreed proposals: · That measures to prevent / reduce the numbers of HGV’s using The Square and Bridge St as a short cut to the A32/A334 be investigated. Request made to WCC, date for legal process to begin awaited. Potential for a one way system around the car park to be investigate. · That the possibility of seeking devolution from WCC of the ownership/ management of The Square car park be investigated. Detailed information from WCC awaited to allow further discussion. · That the Chairman discuss the potential for a joint venture with St Nicholas PCC to provide an office in Wickham Square to enhance the public face of the Parish Council. Ongoing. 7. To review progress of the Village Design Statement and Market Town Health Check in light of the above proposals and to discuss next steps. Ongoing. 8. To receive update on WAHG plans. No further news. 9. To receive update on Rookesbury Estate plans for north of The Circle. No further news. It was suggested that the Recreation Committee look at the amount of land that is likely to be required in Mill Lane for sport and recreation should 150 new houses be built. Meeting closed 11am
