Minutes of a meeting of the above Council held at Wickham Community Centre on Monday 14th January 2008 at 7.15pm.

Present: Angela Clear (Chairman), Sue Roger-Jones (Vice-Chairman) Trevor Astbury, Mike Bennett, Mike Carter, Thérèse Evans (District Councillor),Di Frost, Justin Gamblin, Jenny Hollis, Neil Jackson, Michael Sadler-Forster.

3.4.        Chairman’s announcements

The Chairman noted the resignation of Neil Jackson with regret.  His support and input during his time on the council has been appreciated.  Neil no longer lives in the parish and is working long hours in London. The Chairman wished Neil well for the future.

4             Meeting resumed to approve the minutes of the Full Council meeting 19th November 2007: minutes received.

5        Matters properly arising from those minutes not included below:

Update on request from Scout Group for a bottle bank at the Community Centre: the Parish Council is working with the Community Association to explore potential sites.

6             Agenda items:

6.1 Community Safety issues: to receive concerns from councillors / members of the public. The recent incident of tyre slashing in Manor Close was noted.

6.2 To receive a report on Knowle issues. Berkeley has submitted planning applications for the pavilion, skatepark and MUGA.

6.3 Forward Planning Committee report (Cllr Sadler-Forster)

6.3.1 To receive minutes of meeting 6th December 2007. Minutes received.

6.3.2 Proposal to adopt terms of reference for this committee. Resolved.

6.3.3 To receive update on Market Town Health Check. First draft has been circulated to FPC members.

6.3.4 To receive update on Village Design Statement. Refer to next meeting.

6.3.5 To receive update on affordable housing site option study – to  receive notes from meeting 3rd December 2007. Notes received.

The Committee is also considering WCC’s Issues and Options consultation paper and will propose a recommended response at the next Full Council meeting.

6.4 Youth Club Committee report (Cllr Carter) The leaders have made a successful grant application to allow the purchase of a large Portakabin for the sole use of the Youth Club.  The HCC Panel approving the grant were so impressed with the application, the project is to become a case study.

6.5 General Purposes Committee report (Cllr Evans)

6.5.1 To receive minutes of meeting 11th December. Minutes received.

6.5.2To receive minutes from Safer Neighbourhood Panel 11th

         December. Minutes received.

6.5.3 Proposal to request funding from the new projects budget for the following:

·         Artwork for map boards  £1200. Resolved.

·         Badge of Office for Chairman £800. Resolved.

·         Four new Welcome to Wickham signs £4000. Resolved.

6.6 Lighting Committee report (Chairman) The developer of Brook in Tanfield Lane has requested permission to move a light belonging to the PC.  It will be moved closer to the new houses. 

6.7 Planning Committee report (Cllr Hollis)

6.7.1 To receive minutes of meeting 26th November 2007. Minutes received.

            6.7.2 To receive delegated responses December 2007. Received.

6.8 Recreation Committee report (Cllr Roger-Jones) The outline planning application for the removal of the existing Scout HQ and pavilion, replacement building and resited tennis court/ MUGA has been accepted for consideration.

WCC’s Open Space Officer has advised that Open Space Funding not spent by the end of 2009 may have to be returned to developers.

6.9 Traffic and Highways Representative's report (Chairman). Flooding in Mill Lane and Bridge Street continues to be a problem.  HCC has cleared some gullies, more work is required.  Repairs in Holt Close have been requested.

6.10 Water Meadows Trust report. (Chairman/ Clerk)  The annual cut is complete; work on the new steps to the old railway line will start shortly

6.11 Finance Committee report: (Chairman/Clerk)

6.11.1 To receive minutes of meeting 26th November. Minutes received.

6.11.2 Proposal to increase football pitch fees from April 2008: adults £40 (currently £35) children £25 (currently £20). Resolved that pitch fees should be £40 for adults, children to remain at £20

6.11.3 Proposal to delegate responsibility to this Committee to set the precept at its meeting 21st January.  Resolved.

6.12 Cemetery Committee (Chairman). Outcome of planning application for recreation ground awaited before further work undertaken

6.13 Annual Parish Assembly (Chairman/Clerk)

Citizen of the Year – to agree categories and discuss planning of event.

It was agreed categories should be as last year; the presentation of prizes for the Stan Woodford competition will be made as in previous years.

6.14 Wickham Fair - to discuss planning and policing of event (Cllr Bennett) A meeting is to be arranged with the new Police Inspector prior to the event.  Action Clerk to chase up.

6.15 HCC public transport information survey update (Cllr Bennett) Some results from the survey have been forwarded, Cllr Bennett to forward some ideas to the co-ordinators of the project.

6.16 Report on recent meetings attended by Councillors/Clerk including:
