Minutes of a meeting of the above Council held at Wickham Community Centre on Monday 21st April 2008 at 7.15pm.

1             To receive apologies for absence: none.

2             To receive declarations of interest on agenda items: none.

3             To adjourn meeting to allow participation by members of the public    

3.1.        Report from County Councillor: report circulated after meeting.

3.4.        Chairman’s announcements: The Chairman invited councillors to view the new Badge of Office, it was agreed it was a good product. Resident Doug Copeland wished the Village of the Year team good luck with the judges visit on 22nd April.

4             Meeting resumed to approve the minutes of the Full Council meeting 17th March 2008: minutes approved and signed.

5             Matters properly arising from those minutes not included below: none.

6             Agenda items:                                                                                     

6.1 Community Safety issues: to receive concerns from councillors / members of the public. The arsonist has been arrested and charged.

6.2 To receive a report on Knowle issues . (Cllr Evans) Berkeley has advised that the village green should be available for light use in June.

6.3 Forward Planning Committee report (Cllr Sadler-Forster)

6.3.1 Reports on informal meeting with Wickham Affordable Housing Group and site meeting at Thorns Cottage, a potential office for the PC.

A useful meeting was held with Wickham Affordable Housing Group to discuss the proposals for a surgery to the north of the community centre and the potential to include some Community Land Trust houses nearby.

It was agreed that the two agents for land to the north of the village and the surgery should prepare some overall layout options for the area based on proposed housing numbers.

Committee members viewed Thorns Cottage as a potential office for the Parish Council, it has a number of drawbacks.  A WCC officer also attended and the preparation of some joint budgets was suggested should other shops or offices become vacant in the future.

Forward Planning Chairman and Cllr Carter met with WCC Strategic Planner Jenny Nell to try and progress the Village Design Statement.  WCC advised that 3600 responses had been received as a result of the LDF consultations and the preferred options would not be available until the autumn.

6.4 Youth Club Committee report (Cllr Carter) Three senior members of the Youth Club have secured a £24,000 grant which will pay for the installation and fit out of the Portakabin which is now in place.  The Chairman congratulated the Youth Club on their excellent achievement.

6.5 General Purposes Committee report (Cllr Evans) A meeting is to be held this week to progress the tourism leaflet.  WCC has agreed to fund the project using their chosen contractors.

6.6 Lighting Committee report (Chairman) There are problems with a light being repeatedly broken in Mayles Close.  Quotes for extra lights in Elizabeth Close, Elizabeth Road and Wykeham Field to be pursued.

6.7 Planning Committee report (Cllr Hollis) Receipt of application for redevelopment of Wickham Labs for consideration at meeting on 28th April noted.

6.8 Recreation Committee report (Cllr Roger-Jones)

            6.8.1 To receive minutes of meeting 2nd April 2008: minutes received.

6.9 Traffic and Highways Representative's report (Chairman). The progress of improvement work in Mayles Lane is to be checked; the junction of Holt Close with A334 needs repairs; ongoing repairs are being pursued.

6.10 Water Meadows Trust report. (Chairman/ Clerk) The new steps have been completed.

6.11 Finance Committee report: (Chairman/Clerk): agreed to cancel the meeting due for 28th April.

6.12 Cemetery Committee (Chairman): nothing further to report.

6.13 Annual Parish Assembly planning update (Chairman/Clerk) Citizen of the Year – recipients of awards noted.       

6.14 Wickham Fair - to discuss planning and policing of event and outcome of Police planning meeting 17th April (Cllr Bennett) The Police have prepared an event plan. The A334 will be shut from 5am -8pm on 20th May from Blind Lane to the Shell Garage. Residents will be provided with permits to allow access.   Parking will be in the extra lane on Hoads Hill and horse boxes will be parked between Wickham Labs and Blind Lane.

6.15 HCC public transport information survey update (Clerk) No further news.

6.16  Recycling and plastic carrier bag issues raised by Chesapeake Mill (Cllr Bennett) Glass and other recycling issues  (Clerk) Refer to next meeting.

Reports

3.1 Report from District Councillor Thérèse Evans

A further licence hearing has been arranged for Wickham Festival as the organiser has not surrendered the current licence.

New officers have been appointed to manage the Open Space Fund and to assist economic development in Market Towns.

Many residents have requested glass recycling facilities.

3.1 Report from District Councillor Angela Clear

Cllr Clear asked a question in Council enquiring why 109 Wickham residents received poll cards wrongly stating Knowle as the appointed poll station.

A further enquiry was made asking why Wickham was not included on the initial list for the provision of a Local Access Point.
