inutes of a meeting of the above Council held at Wickham Community Centre on Monday 19th February 2007 at 7.15pm.

Cllr Evans questioned the procedure for the closure of Springles Lane; Cllr Allgood confirmed that as there had been an objection the proposal would be heard by HCC Cllr Kendal before the decision is made.

Cllr Carter raised concerns that the EIP for the South East Plan is looking at proposals for the North Fareham SDA to use Wickham Sewage Farm and that traffic management for the proposed 10,000 houses and employment land is to be on the basis of changing people’s behaviour.  The impact of traffic on roads north of the SDA has not been addressed.

4                    Meeting resumed to approve the minutes of the Full Council meeting 15th January 2006.  Cllr Evans believed that minute 6.1 should be altered to reflect the decision made:

6.1 To receive an update on the Kairos affordable housing project and proposed questionnaire.

It was agreed to discuss delegate the proposed questionnaire decision to at the next Planning Committee.

Minutes amended and signed.

In light of the above Cllr Evans questioned why the item had returned to Full Council. Cllr Mallett explained there was an anomaly in the Standing Orders that questioned the right of a Committee Chairman to a casting vote.

6                    Meeting resumed to consider the following agenda items:

6.1 Proposal to carry out Market Town Health Check (or parts of) or review of the Parish Plan during 2007. (Chairman/Clerk)  No decision made but the Clerk clarified that the process could proceed with or without the involvement of the Parish Council.

6.2 To discuss recent flooding problems in Wickham, consider proposals to overcome future problems – update (Chairman) HCC has confirmed plans to survey all drainage systems in the village and repair as necessary.  The Chairman circulated an action plan she has prepared and delivered to residents likely to be affected by flooding.

6.3 Village Design Statement review progress report (Cllr Sadler-Forster) refer to next meeting.

6.4 To receive update on European Market proposals for 2007 (Cllr Carter): the market organiser would like to hold a two day market in The Square, it was felt traders would not be supportive.  A suggestion to hold the market on the recreation ground is to be discussed with the organiser.

6.5 To receive a report on Knowle issues: refer to next meeting. 

6.6 Youth Club Committee report (Cllr Carter): An excellent ‘Drums for Fun’ event was held on 8th February.  The Youth Club has raised substantial funds and has purchased a drum kit and electric guitars.

6.7 General Purposes Committee report (Cllr O’Connell ): Parking on the pavement outside Kutis is to be monitored.

6.8 Lighting Committee report (Chairman): Residents in Roberts Close are to be consulted before an order for a new light it placed.  A request for a light in Buddens Road was made.  Action Chairman/Clerk.

6.9 Planning Committee report (Cllr Mallett).

            6.9.1 To receive minutes of meeting 22nd January 2007 Minutes received.

6.9.2 Proposal to support Wickham Affordable Housing Group in its plans to deliver a Defra housing needs questionnaire throughout the parish including a covering letter signed by the Chair of the WAHG and the PC Chair.  Resolved (5 in favour , 5 against, Chair used casting vote)

6.9.3 To receive other proposals in respect of agenda item 6.9.2: not required.

6.10 Recreation Committee report  (Cllr Roger-Jones).

6.10.1 Proposal to consider the principle of taking responsibility for the village green, other public open space and community building at Knowle on terms to be agreed and to subsequently determine the best way to manage these in consultation with the Knowle community. Resolved.

6.10.2 To receive update on proposals to construct new Scout headquarters on the Recreation Ground with a facility that would include changing rooms and shared kitchen for the sports pitches.  Further discussions to be held with the Scouts to develop plans.

6.11 Traffic and Highways Representative's report (Chairman). Repairs to the top of Titchfield Lane are complete and a great improvement.  Plans for proposed yellow lines in the village have been prepared by Winchester City Council in response to the Parish Council’s request.  Proposals will be subject to consultation with residents and the business community.

6.12 Water Meadows Committee Report. (Cllr Mallett): a tree survey has been carried out by Paul Collins, his tree surgeon, Cllr Hollis and Clerk, work needs to be carried out to remove dead trees and dead wood from otherwise healthy trees for safety reasons.  Paul Collins to quote for work.

6.13 Finance Committee report: no report this month

            6.13.1 To arrange date for next meeting: meeting arranged for 26th February.

6.14 Cemetery Committee (Chairman)

6.14.1 Progress report  Tier 1 Hydrology survey – update, clarification on a couple of issues has been requested from the Environment Agency.  The EA will not permit burials into standing water, no clay sites have been granted permission for burial. 

6.15 Report on recent meetings attended by Councillors/Clerk including:

 

  • 23.1.07 WCC Exception site survey (Cllr Mallett) A number of sites were viewed by WCC, all are confidential.  There is more than one site that could be acceptable to the planners

 

  • 29.1.07 Police Liaison meeting (Cllr Dudley): notes from the meeting circulated.
  • 26.1.07 WDAPC meeting (Chairman/Clerk) Having attended the meeting the Chairman and Clerk were in agreement that there is little benefit to Wickham in working through the WDAPC when it already has good direct communication links with WCC and HCC.
  • 31.1.07 WCC meeting ref joint working LDF & VDS/Parish Plan review (Cllr Sadler-Forster/Clerk : WCC is keen to share information with WPC to ensure that the WCC LDF and Wickham’s VDS and future Parish Plan/ Health Check are compatible.
  • 16.1.07 Rural Development officer meeting with Market Towns (Chairman/Clerk): WCC has appointed Lynn Johnston to assist Wickham, Denmead, Bishops Waltham and New Alresford with the production of a Market Town Health Check.  The process does not have to be lead by the PC, a completed Health Check may offer grant opportunities for community projects.
  • 13.2.07 NHS Walks for Health Project (Cllr Dudley/Clerk): Cllr Dudley has researched a number of walks for the project, which is progressing well.  A grant of £1000 is to be made by the NHS to Wickham Community Association to cover the cost of the project on a partnership basis with the Parish Council and will cover future projects to encourage walking locally.
  • 13.2.07 WCC Live for the future event: This was a lively event designed to find out how residents wish to see Winchester district and Wickham develop in a sustainable manner whilst maintaining and improving quality of life.  The results will be copied to the PC for use in any future Market Town Health Check/Parish Plan review 

6.16 Annual Parish Assembly – to receive ideas/proposals including Citizen of the Year awards: it was agreed to add an award for Life Time Achievement for service to the community.

Ongoing projects update:

The new notice board is ready for installation, contractor needs good weather forecast.

There is a grant possibility towards cctv, estimated cost for The Square £6500, the police need to approve the proposed system as part of the grant application process which is in hand.

The refurbishment of the Station Close car park is progressing well.

Plans for yellow lines around the village are being prepared by WCC for consultation.

9 Questions and comments from Councillors

It was questioned whether the PC could consider funding office accommodation costs at the Community Centre for a Police Community Support Officer.

The Chairman has been approached by the WCC co-ordinator for Safer Neighbourhood Panels.  An invitation to a future PC meeting has been made.

A police liaison meeting to discuss Wickham Fair will be held on Thursday 8th March 3pm at the Jubilee Hall, Bishops Waltham.

3. Reports

3.1 Report from Mr F Allgood County Councillor

The proposal to close Springles Lane is to be determined by Cllr Kendal on 20th March, the delay is due to an objection from a resident of Springles Lane.

The 40 mph speed limit on Titchfield Lane and Fontley Road came into effect on Monday 26th February.

Cllr Allgood is meeting Colin Taylor to discuss flooding in Wickham.

HCC is carrying out a special project to look at proposals for 30mph limits in Hampshire villages over the next two years.

The South East Plan Examination in Public is going well, the National Housebuilders Federation believes the figures for new housing should be higher.  The area faces possible difficulties in providing sufficient water supplies to new developments.  The South East also has to accept London’s waste.

At the recent meeting of the Hampshire Action Teams there was a strong request for road maintenance improvements together with increased support for young and elderly people.

3.2 Report from Mrs T Evans District Councillor

A licence request has been made for Wickham Festival to be held in a field off Mill Lane.  Winchester City Council has a grant recommendation for £2000 towards the festival.  Cllr Evans has asked that the grant be linked with community work or young people.

The budget for the Knowle Community Building will be agreed shortly.
