Other questions from members of the public Mr David Boardman explained the new ‘alternate bin collection’ (ABC) system. New government targets and the need to reduce landfill require more effort to recycle. The Recycle for Winchester Team will be carrying out road shows (21st February in Wickham and 20th March at Knowle) to explain the changes and will also be happy to carry out home visits to residents on request. Mr Boardman confirmed that the changes would increase WCC’s costs from £54 to £64 per household due to the new garden waste collection. 4 Meeting resumed to approve the minutes of the Full Council meeting 18th December 2006. Minutes approved and signed. 5 Matters properly arising from those minutesCllr Hollis wished to note that she disagreed with the Community Land Trust housing proposal being compared with almshouses which she considers to be similar to social housing. 6 Meeting resumed to consider the following agenda items: 6.1 To receive an update on the Kairos affordable housing project and proposed questionnaire. It was agreed to discuss the proposed questionnaire at the next Planning Committee. 6.2 Proposal to carry out Market Town Health Check (or parts of) or review of the Parish Plan during 2007. (Clerk) Assistance is needed from councillors and members of the community to progress this project. 6.3 To discuss recent flooding problems in Wickham, consider proposals to overcome future problems – update (Chairman) Information is being gathered regarding flooding, HCC has advised that ditches and drains will be inspected and cleared or improved throughout the village. 6.4 Village Design Statement review progress report (Cllr Sadler-Forster) The first draft is progressing and should be ready for consideration at the February Planning Committee meeting. 6.5 To receive update on European Market (Cllr Carter) Members were asked whether the quarterly market should continue. It was agreed that it should, perhaps trying a different organisation and offering local producers the opportunity to take part. 6.6 To receive a report on Knowle issues Vandalism has been a problem, it has been reported to the police. 6.7 Youth Club Committee report (Cllr Carter) Nothing to report this month. 6.8 General Purposes Committee report (Cllr O’Connell ) 6.8.1 Proposal for new seat outside Methodist Church from Neptune for the sum of £ 541 + VAT (funded from reserves) It was agreed not to proceed at present, the existing seat is serviceable. 6.9 Lighting Committee report (Chairman) 6.9.1 Proposal for new light for Roberts Close not exceeding £2000 (funded from £4000 Committee underspend this year as costs on other CSI lights have been less than HCC estimates)It was agreed to proceed. 6.10 Planning Committee report (Cllr Mallett). The residents of Holt Close have secured a WCC Planning Viewing Sub Committee to consider the application for Wickham Holt to take place on 24th January. 6.11 Recreation Committee report (Cllr Roger-Jones). 6.11.1 To receive minutes of meeting 3rd January 2007 including: 6.11.2 To receive update/proposals regarding request from WCC that WPC considers whether it is willing ‘in principle’ to take responsibility for the recreation facilities on terms to be finalised so that WCC and WPC can progress discussions with Berkeley Homes and residents together. A meeting is planned between WCC, WPC and KVRA to progress the above, no decision made at present. 6.11.3 To receive update on proposals to construct new Scout headquarters on the Recreation Ground with a facility that would include changing rooms and shared kitchen for the sports pitches. An initial estimate of cost is £201,000, part funding from the PC through the Open Space Fund would be required It was agreed to approach Rookesbury for their views on the proposal. 6.11.4 Proposal not included at above committee meeting: to plant mixed native hedge to road boundary of Recreation Ground (funded by diverting part of Recreation precept budget of £400 for new pavilion windows.) It was agreed to proceed, note cost will be approximately £1000 for 220m of hedging additional cost funded through reserves. 6.12 Traffic and Highways Representative's report (Chairman). Repairs to the top of Titchfield Lane /A334 junction have been requested. 6.13 Water Meadows Committee Report. (Cllr Mallett) 6.13.1 To discuss request from Kutis for steps into the Water Meadows and vehicle access to steps for deliveries: It was agreed that vehicle access should not be granted. 6.13.2 Tree maintenance issues: dead trees at the top of the railway embankment adjacent to the old railway line to be removed on 27th January ; other trees in need of immediate maintenance to be surveyed on 16th February. 6.14 Finance Committee report: no report this month 6.15 Cemetery Committee (Chairman) 6.15.1 Progress report Tier 1 Hydrology survey – report due shortly 6.17 Report on recent meetings attended by Councillors/Clerk including:

Accounts for payment: it was resolved to pay the following accounts 9 Questions and comments from Councillors There has been a good response to the Stan Woodford Photography competition The Station Close car park upgrading work will start at the end of January. Feasibility work for a cctv system for The Square and Station Close car park is continuing. It is hoped to fund the majority of the costs with grants if it goes ahead. Meeting closed 10.10pm
3.1 Report from Mr F Allgood (County Councillor) A32 Anti-clutter campaign. I attended a meeting last week in Southampton along with Wickham parish councillor Michael Sadler Foster to discuss the progress of the study of the A32 between Wickham and West Meon – one of 12 such anti-clutter studies in Hampshire and the largest. Detailed proposals will be discussed soon in each parish affected. The current proposal is that the study begins at the Shell garage by the roundabout in Wickham but I feel the study should start at the roundabout where the Knowle access road begins and include Hoads Hill.
The Church Crossroads. I had a meeting with church leaders on proposals for traffic lights near the church on the A32 in December. The churchwarden and Priest in Charge of St Nicholas both welcomed progress and asked for a meeting to be arranged with officers of the Portsmouth Diocese. This is being arranged fo9r either 22 or 24 January.
Review of speed limits. New Government guidance on setting local speed limits means Hampshire County Council can review all 30mph and 40mph speed limits in the county, particularly in villages. Single carriageway rural roads have the highest level of serious injury accidents where speeding is an important factor. In addition the county will give urgent consideration to 20mph limits outside schools where the governing bodies wish to have them. Hampshire’s Action Teams will lead the study of speed limits in their communities. Transport Plan. Hampshire’s Local Transport Plan has received the highest rating of excellent from the Government and is rewarded with an additional £1.5 million of extra funding for transport initiatives and an additional £1 million for highway maintenance. This brings the transport pot of £16 million for the 2007-8 year. Priority for additional investment will be schemes to help reduce the number of deaths and serious injuries on the county’s roads. Countryside: Volunteers are needed to join a forum which provides advice on improving access to the countryside. The Hampshire Countryside Access Forum comprises a wide range of people – farmers, landowners, environmentalists, councillors, horse riders and cyclists. The Forum has been operating for four years and some of its original supporters have moved on. Volunteers are needed to assist with this important work. Hampshire has published the first edition of its School Places Plan that replaces the former School Organisation Plan. The Plan gives details of school rolls at the 504 local education authority schools in the county. Latest figures show that Wickham with a net capacity of 315 pupils has an enrolment of 188 – deficit of 40%. Fire safety. Hampshire has joined up with the Fire Authority to achieve better fire safety. The aims of the partnership are to reduce the risk of fire in county buildings, raise awareness about the need for fire prevention and to ensure suitable fire protection measures are in place. For example sprinklers have been installed in all the county’s residential and nursing care homes. Crimestoppers. Hampshire is supporting a campaign by the organisation Crimestoppers to help protect elderly people against doorstep criminals and rogue traders. Doorstep criminals often work in pairs so that one person distracts the attention of the resident while the partner commits a burglary. Civil partnerships. December 2006 marked the first anniversary of civil partnerships in Hampshire. Since same sex partnerships were given legal status, 280 couples formed partnerships in the county – 163 male couples and117 female couples. The most popular location was the New Forest where 86 couples formalised their partnership. In addition to the civil partnerships and the registration of births, marriages and deaths, the county’s registration serve helps arrange citizenship ceremonies, baby namings and remembrance services. New software. Hampshire has chosen IBM’s Service Oriented Architecture software to deliver enhanced services to citizens, agencies, schools and other organisations in the county. More efficient and flexible services will be available for 10,000 service users. Hampshire has been at the forefront of information technology innovation for many years. Landfill. Hampshire has the best record of any county in England in avoiding landfill for its waste. The latest figures from the Local Government Association show that Hampshire sent only 19% of its waste to landfill in the county. Second best authority was Staffordshire where 45% of waste goes to landfill. 3.2 Report from Mrs T Evans (District Councillor) The ice rink in Winchester was very successful and it is hoped to repeat the project in future years. Work to progress Knowle recreation facilities is ongoing. A Planning Viewing Sub Committee will look at the Wickham Holt planning application on 24th January. There has been no feedback on the Planning Peer Review study as yet.
