Minutes of a meeting of the above Council held at Wickham Community Centre on Monday 17th July 2006 7.15pm. 

Present: Mrs A Clear (Chairman), Mr M Carter, Mr M Coles, Mrs D Dudley, Mrs T Evans (District Councillor), Mrs J Hollis, Dr M O’Connell, Mrs J Mallett, Mrs S Roger-Jones.

2.      The Chairman noted, with regret, that Mr Frank Duckworth has resigned due to pressure of work.  The vacancy will be advertised.

3                    Meeting resumed to consider the following agenda items:

6.1 To receive a progress report on Quality Parish Application (Clerk.)

The Quality Parish Panel is meeting on 18th July.

6.2 To receive a report from Knowle Community representatives

(Cllr Pickering). Councillors were concerned at the reception the Planning Committee received at a recent meeting at Knowle to enable residents to view the resubmission of plans for the last phase of building.  Councillors felt the behaviour of one member of the public attending on behalf of Knowle Residents Association to be unacceptable in the light of the huge amount of work carried out by Cllr Edward Pickering for the benefit of Knowle

6.3 Youth Club Committee report (Cllr Carter) The Youth Club now has 50 members attending on a Wednesday evening.  A Child Protection document is being drafted and a CP officer will be appointed shortly.  Efforts are underway to pursue funding for a full time youth worker for the southern parishes.  The possibilities of funding from the BIG Lottery grant are being researched.

6.4 General Purposes Committee report (Cllr O’Connell )

A proposal for a new notice board to be sited near the bus stop in The Square is to be pursued. Action: Clerk.

6.5 Lighting Committee report (Chairman).

Following a request for additional lighting in Roberts Close a quote has been received from HCC of £1000 - £1500 which would have to be funded by the Parish Council as the road is unadopted and CSI funding would not apply.

6.6 Planning Committee report.

6.6.1 To receive minutes of meeting 26th June 2006. Minutes received

6.7 Recreation Committee report  (Cllr Roger-Jones).

The new play equipment for the Recreation Ground and new play area at The Circle is progressing slowly. There have been problems with vandalism at the pavilion. 

A fixture list for Waltham Wolves has been received for the new season.

6.8 Traffic and Highways Representative's report (Chairman).

It was noted with dissatisfaction that HCC has made no progress with outstanding maintenance issues during the last month.

6.9  Water Meadows Committee Report. (Cllr Mallett)

6.9.1Proposal that the Trust should consider finding another tenant for the Old Forge. Resolved. It was agreed to place a To Let advert on the Old Forge to advertise the future availability of the building. Action: Clerk.

6.9.2 Proposal that it should be investigated whether the Old Forge could be used by the parish in another way. It was agreed the use should be reviewed when tenancies end.

            The ‘no fires or barbeques’ signs have been installed.

6.10 Finance Committee report: (no report this month.)

6.10.1 To agree date for next meeting – 24th July 8.15pm agreed.

6.11 Cemetery Committee (Chairman)

6.11.1 Proposal to employ The Burials Authority to advise on the initial concept proposal at an estimated cost of £1680.  Resolved.  

6.12 Wickham Tourism Group –update if appropriate (Cllr Carter)

Members of the new Chamber of Trade are pursuing promotional information for Wickham. WCC Tourism officers are assisting and have advised that a leaflet would cost £6500 of which WCC would contribute £1000.  A leaflet is not considered the best way forward, WCC is keen to develop web pages for the Parish Council website linked to Winchester Tourism site and other local tourism initiatives. 

6.13 To receive update on proposal for a Folk Festival in Wickham

6.13.1 Proposal to make grant of  £500 towards children’s’ entertainment that will be free for Wickham residents. Resolved.

It was noted that WCC decided not to make a grant towards the Festival.

6.14 Report on recent meetings attended by Councillors.

Groundsman Paul Collins was thanked for attending a Fair ‘washup’ meeting, notes from meeting available from Clerk on request.

9 Questions and comments from Councillors

 

1        Unpleasant smells from a restaurant in The Square were discussed, Cllr M O’Connell has undertaken a survey of local residents asking for their views on the problem.  It was agreed to send the results to WCC Environmental Health Officers for their action.

 

2        A further request for weed killing and the removal of dead weeds in The Square and surrounding roads was made.

 

3        Details of the number of times local roads should be swept were requested.

 

4        Yellow signs advertising Elizabeth Place were considered annoying as it has been agreed the development will be called Mosse Court.

 

5        It was questioned whether the Parish Council could carry out much needed road  / pavement sweeping, weedkilling etc and charge the higher authorities.

6        The possibility of making Bridge Street one way from Mill Lane onwards was discussed, it was agreed to ask HCC for the procedure for such a change.  It was also agreed that any consultation with traders should involve all traders and not just the Chamber of Trade members.

7        A dog bin was requested for the Station Close car park.

8        ‘No motorbike’ signs were requested for the old railway line.

9        The Parish Council was thanked for its grant toward the Community Centre tile hanging repairs.

10   A replacement tree for outside the Co-op in The Square requested.

11   WCC Enforcement Action requested for excessive signage on the Old Tea House.

Reports

3.1 Report from County Councillor Mr F Allgood

Titchfield Lane-Fontley Road

Objections to the proposed 40 mph speed limit on Titchfield Lane and Fontley Road have been received from the Hampshire branch of the CPRE. This organisation believes that speed limit signs are unsightly and spoil the countryside.

As a result, the Executive Member for the Environment, Councillor Tim Knight, has decided to visit the site to see for himself. He will be in Wickham on Friday morning.

I am hoping to convince him that the speed limit is necessary. It is certainly something that local residents want.

County Strategy 2006-09

Hampshire’s Cabinet has identified one key priority and two supporting priorities as the basis of its strategy between now and 2009. The top priority is to make Hampshire safer and more secure for all. The cabinet plans include measures to protect the vulnerable, maximise safety on the roads, help communities feel secure and confident, and help young people to lead safe and positive lives. A key part of this is the programme is installing Accredited Community Support Officers as a deterrent to anti-social behaviour. Outreach work with young people will be increased.

A second priority is to maximise well-being and the third is to enhanced the environment especially by promoting local distinctiveness and diversity.

The strategy was approved at a meeting of the County Council last week.

New Scrutiny Committees

The County Council has reorganised its arrangements for scrutiny and set up four committees to tackle cross-cutting issues. These are children and young people; safe and healthy people;  culture and communities; and environment and transport. A fifth committee will coordinate the work of these committees.

The new bodies will focus on three key aspects of scrutiny – holding the executive to account, policy review and reviewing the work of external bodies and partnerships.

A new HAT for Hampshire

The county council has agreed to set up a series of Hampshire Action Teams (HATs) that will concentrate on improving the delivery of county council services in geographic areas. One of these areas consists of the districts of Winchester, East Hampshire and Havant. I have been appointed Vice Chairman of this Team with special responsibility for the Winchester district.

The new teams start work in October and will be meeting in public to sound out the views of local residents on the services the county provides.

Whiteley School

A proposal to build a new primary school in Whiteley has been abandoned following the decision of Winchester City Council’s Cabinet not to sell a small portion of land near the Meadowside Centre. The county council proposed building a new school in partnership with the Portsmouth Church of England Diocese. The project would include a church, a community hall, a computer suite for the community, new sports pitches and an all-weather pitch.

The local residents however voted against the proposals and the City Council supported the majority view. The cash put aside for the new school will be spent elsewhere in the county.

Arms and the Pension Fund

A proposal that Hampshire’s Pension Fund should review its investment policies and withdraw from investing in companies that manufacture arms was soundly defeated at the county council meeting last Thursday. It has been suggested that Hampshire is the largest investor in the arms trade and should consider socially responsible investments.

It was argued that most companies that manufacture arms – such as Rolls Royce and Caterpillar also manufacture  other products such as cars and tractors. It was also argued that the manufacture of arms helped defend this country’s freedoms. The Pension Fund had a legal duty to obtain the best return for its subscribers

Rural Pathfinder

Work is well under way in the pilot Rural Pathfinder  project to seek new ways to deliver services to the rural areas of the county. Hampshire is the pilot for a new Government programme. The county has identified some 19 projects that will examine such issues as duplication of Government initiatives, funding complexities and the use of European funds. The project is looking at ways to assist the farming industry in the county and developing a Local Land Management Framework. It is also helping to deliver some of the key outcomes of the South Downs Management Plan.

Financial Accounts 2005-6

Final accounts for the year 2005-6 show that the county council has an overspend of £5.5 million – roughly 0.5% of its £1 billion budget. Most of the overspend is attributed to adult services where demand on services has been high because more and more people are living longer and require help.

3.2 Report from District Councillor Mr P Clohosey

The Local Plan has been adopted; it will be replaced by a Local Development Framework in the next few years.

A proposal for an eight lane running track near Bar End has been supported by the City Council.

From the June minutes it should be noted that whilst Winchester City Council considered a grant for the Wickham Festival no grant was agreed.
