Parish Councillors present: Angela Clear (Chairman), Sue Roger-Jones (Vice-Chairman), Mike Bennett, Thérèse Evans (District Councillor), Di Frost, Justin Gamblin, Jenny Hollis, Neil Jackson, Michael Sadler-Forster 1. To receive apologies for absence: Cllr Mike Carter, District Cllr Sue Fitzgerald. 2. To receive declarations of interest on agenda items: none. 3. Meeting resumed to approve the minutes of the Full Council meeting 25th June 2007: minutes approved and signed. 4. Matters properly arising from those minutes: included below.5. Meeting resumed to consider the following agenda items: 6.1 To adopt The Model Code of Conduct for Parish and Town Councils (Local Authorities (Model Code of Conduct) Order 2007 No. 1159 with the following clarifications: To include the voluntary paragraph 12.2 Copy of Code and The Code of Conduct Guide for members May 2007 circulated to all councillors prior to meeting. (Chairman/Clerk) Resolved. 6.2 To receive update on Market Town Health Check. (Chairman/Clerk) The social and transport sections are now completed. 6.3 Village Design Statement/ Wickham strategic issues progress report (Cllr Sadler-Forster) A meeting to discuss strategic issues has been arranged for 7pm Wednesday 3rd October in the Woodford Suite, Wickham Community Centre. Ideas for agenda items to be forwarded to Cllr Michael Sadler-Forster prior to Full Council meeting on 10th September. Rookesbury Estate representatives will be attending to discuss their plans for future development. 6.4 To receive a report on Knowle issues: The work on the recreation ground is progressing, Berkeley has been asked to provide an alternative play space for the summer holidays but is not willing at present. A revised planning application for phases 3 and 6 has been received which alters the position of the apartment blocks and increases the number of houses by five, decreasing the number of apartments by five, same number of additional dwellings overall. 6.5 Youth Club Committee report (Cllr Carter) Nothing to report this month. 6.6 General Purposes Committee report (Cllr Evans ) 6.6.1 Proposal to purchase laptop computer for temporary use by councillors maximum expenditure £500 funded through new projects budget. Resolved. 6.6.2 To agree date for next meeting: 7pm Wednesday 5th September. 6.7 Lighting Committee report (Chairman) There have been a few requests for additional lights which will be followed up. 6.8 Planning Committee report (Cllr Hollis). 6.8.1 To receive minutes of meeting 4th July 2007: minutes received. 6.9 Recreation Committee report (Cllr Roger-Jones) 6.9.1 To agree date for next meeting: 8.30pm Wednesday 5th September. The Scout Group asked the PC to look at a barn that is being dismantled with a view to using it as an HQ on the recreation ground. Costs for the proposal are awaited. Meanwhile a local architect has prepared outline plans for a more modest building and is discussing the proposal with WCC Planning Dept. 6.10 Traffic and Highways Representative's report (Chairman). Winchester Road has received a surface chipping finish, the bollards in School Road have been replaced. A request for flooding at the entrance to Wheatley’s to be remedied is to be made; temporary flashing speed warning lights have been promised on Winchester Road near Upper House Court by the end of the year. Cllr Mike Bennett requested that should the Laboratory site be redeveloped the pavement on its boundary should be widened. Also concerned that the listed wall on Winchester Road will fall over in the near future. Cllr Thérèse Evans to ask the Conservation Officer to visit again, it has been noted to be safe in the recent past. It was agreed to request pavement widening should the opportunity arise. Cllr Bennett has spoken to the engineer responsible for the Titchfield Lane traffic lights, despite the queues at times the lights work as they should. The sensor may need a slight adjustment as it may be oversensitive to the extent of the queue turning right into Titchfield Lane. 6.11 Water Meadows Trust report. (Chairman/ Clerk) The Environment Agency has cleared the blockages under both bridges; the new interpretation board is ready to be installed. The work to remove trees behind St Nicholas Row has been completed as agreed. A resident has asked that a further tree is removed, it was agreed to carry this out. It was agreed that trees should be planted elsewhere in the Parish to compensate for those removed. 6.12 Finance Committee report: ((Chairman/Clerk) Next meeting agreed for 7pm Wednesday 12th September. 6.13 Cemetery Committee (Chairman) 6.13.1 To agree date for next meeting: 7.30pm Wednesday 12th September. 6.14 Report on recent meetings attended by Councillors/Clerk including: Village of the year competition judge’s visit 2nd July Wickham entered the Village of the Year competition this year, which begins with an entry into the Hampshire round. The process started in January when volunteers formed a team to take the entry forward. The team involved are Angela Clear, Neale Fray, Sue Fitzgerald, Barrie Marson, Mike Carter and Nicki Oliver. A detailed entry form was completed in April and the judges came to visit the village on 2nd July. Prior to the visit the team spent time clearing up litter, cleaning signs and putting up displays in Dick Warwick’s garage and the Community Centre with the input of several local voluntary organisations . Carol Burton, head teacher of Wickham Primary, gave the judges a detailed tour of the school which they (and their dog!) very much appreciated, David Roger-Jones championed the Community Centre and the tour also included a look at the new PC notice board, the Water Meadows, old railway line, Church and Gwynn Way houses with Barrie Marson pointing out historical buildings and features of interest along the way. The judges enjoyed our village, particularly the school and church visits and seeing the work carried out for our young people at the Community Centre. The results of the first round will be known in the next couple of weeks Yellow line proposals consultation 12th July Residents of properties fronting the areas proposed for yellow lines were invited to speak to WCC officers and make their views known at the consultation meeting on 12th July. As a result of the meeting a number of modifications to the proposals will be made. Reports3.1 Report from County Councillor Freddie Allgood It has been recommended that PUSH becomes a formal joint committee holding public meetings with minutes publicly available. Cllr Allgood has asked that PUSH should stand for Partnership for a United South Hampshire rather than Urban South Hampshire which suggests no rural areas. The South Downs National Park recommends the removal of a section in the Petersfield / Haslemere area keeping the Park within the chalk ridge. Boarhunt and Newtown are to have speed reductions under the Village 30 scheme. 85 couples married on 7th July (07.07.07) a record! 3.2 Report from District Councillor Thérèse Evans The plans for the Discovery Centre in Winchester will include ‘ City Space’ a WCC designated museum space. Outline permission for 1500 houses at West of Waterlooville has been granted which will include affordable properties, the decision was made jointly by WCC and Havant BC. The ABC waste collection starts this week, an advisory panel looked at issues raised by residents. Some communal dwellings will remain on weekly collection, for a temporary period bins will be collected from within the curtilage of a building if residents give notice that they will be away. Cllr Evans would like to remind residents that no planning application has been received for housing on the Glebe field. |
