Minutes of a meeting of the above Council  held at Wickham Community Centre on Monday 25th June 2007 at 7.15pm.

Parish Councillors present: Angela Clear (Chairman), Sue Roger-Jones (Vice-Chairman), Trevor Astbury, Thérèse Evans (District Councillor), Di Frost, Justin Gamblin, Jenny Hollis.

Also present: Freddie Allgood (County Councillor) Sue Fitzgerald (District Councillor), Safer Neighbourhood Panel Coordinator Sandra Tuddenham,

Police Sgt Chris Stanton, three members of the public, Parish Clerk Nicki Oliver.

Safer Neighbourhood Panel Coordinator Sandra Tuddenham and  Police Sgt Chris Stanton gave a short presentation on the proposal to set up Safer Neighbourhood Panels, information on the proposal was circulated to all councillors prior to the meeting.  Wickham was asked to consider taking the lead.  It was agreed to discuss further at the next GP meeting.

Members of the public questioned why the Wickham Festival banner had been removed from the recreation ground.  Cllr Sue Roger-Jones advised it would be replaced nearer to the time of the festival.

A member of the public noted it was good to see the drains working outside Greens at last.

Sue Fitzgerald was congratulated on her election and a member of the public was sorry to hear that she was asked to leave a recent meeting of residents as she did not live in that area of the Parish.

Cllr Evans raised concern that HCC proposed to postpone the decision on the footway for Fontley Road.

2.      Meeting resumed to approve the minutes of the Full Council AGM 14th May 2007: minutes approved and signed.

4.      Meeting resumed to consider the following agenda items:

6.1 To adopt The Model Code of Conduct for Parish and Town Councils (Local Authorities (Model Code of Conduct) Order 2007 No. 1159 without amendment to take immediate effect. Copy of Code and guide circulated to all councillors prior to meeting. (Chairman/Clerk) It was agreed to refer to the next meeting as new advice is expected.          

6.2 To receive update on Market Town Health Check. (Chairman/Clerk): the evidence gathering process is progressing well.

6.3 Village Design Statement/ Wickham strategic issues progress report (Cllr Sadler-Forster): refer to next meeting.

6.4 To receive update on European Market proposals for 2007 (Cllr Carter): remove item from future agendas.

6.5 To receive a report on Knowle issues: The village green is still fenced, work on the sports pitches is progressing slowly, WCC and KVRA are trying to secure an alternative play space for use during the summer holidays.  Independent costing of the new community building will be carried out by WCC. 

6.6 Youth Club Committee report (Cllr Carter): Youth Club Leader Katherine Lemon was congratulated on her success in securing a £500 grant to allow the Club to perform drumming at Wickham Festival.

6.7 General Purposes Committee report (Cllr Evans )

            6.7.1 To receive minutes of meeting 23rd May 2007: minutes received.

            6.7.2 To adopt revised terms of reference for this committee: resolved.

Formal proposal to fund laptop computer for temporary use by councillors with a budget of £500 to be made to July meeting.

Cllr Evans attended a police ‘wash up’ meeting today, 25th June, the police would like the Parish Council to consider granting permission for the recreation ground to be used for the bar and fair stalls in the future.  Action: to be discussed at the next Recreation Committee meeting.

6.8 Lighting Committee report (Chairman): the new light for Roberts Close has been installed.  A request for a new light in Wykeham Field will be researched.

6.9 Planning Committee report (Cllr Hollis).

            6.9.1 To receive minutes of meeting 23rd May 2007: minutes received.

            6.9.2 To adopt revised terms of reference for this committee: resolved.

6.10 Recreation Committee report  (Cllr Roger-Jones).

6.10.1 To receive minutes of meeting 11th June 2007: minutes received.

6.10.2 To adopt revised terms of reference for this committee: resolved.

6.11 Traffic and Highways Representative's report (Chairman).

Repairs to Star Corner lay by to be carried out shortly; a resident in Mayles Lane has requested a sign where the pavement ends.

6.12 Water Meadows Trust report. (Chairman/ Mrs J Mallett

6.12.1 To receive minutes of meeting 11th June 2007: minutes received.

6.12.2 Proposal to adopt revised terms of reference for the Trust: resolved.

6.12.3 Proposal to accept quotation from Paul Collins in the sum of £4000 to rebuild steps to the old railway embankment: resolved.

6.13 Finance Committee report: ((Chairman/Clerk)

6.13.1 To receive income and expenditure calculations for 2006/7 copy circulated to all councillors prior to meeting: received.

6.13.2 To approve accounts for audit – copy circulated to all councillors prior to meeting: approved.

6.13.3 Proposal to adopt the recommendations of the report by the Parish Remuneration Panel September 2006: Review of Allowances for Parish Councils within the Winchester District including Travelling and Subsistence Allowances: which will replace those adopted

Main allowances will be:

Travel within and outside the Parish cars 40p mile, motorbikes 24p mile and bicycles 20p mile (as previously adopted). Subsistence within and outside Parish: breakfast £5.51, lunch £7.59,tea £2.99, evening meal £9.39 (previously breakfast £4.92, lunch £6.77,Tea £2.67, evening meal £8.38) resolved.

6.14 Cemetery Committee (Chairman): a letter from the Chairman to all residents, outlining the proposals for the new burial ground has been published in the July/ August Parish Magazine.

 Reports

3.1 Report from County Councillor Freddie Allgood

The work to close  Springles Lane has begun.

It has been recommended to postpone work on the Fontley Road footway.

HCC is running a ‘20 is plenty’ campaign offering speed limits outside all schools which could be in place in September 2007.

All County Councillors have been given £10K for community projects.

3.2 Report from District Councillor Thérèse Evans

The alternate waste collection starts 16th July, an advisory panel has been set up to look at issues to date.

There is a Year of Sculpture exhibition in the Cathedral entitled ‘Light’.

3.3 Report from District Councillor Sue Fitzgerald

Sue has completed her training and during the last month has accompanied the Knowle Residents’ Association Chairman, PC Geri Blunden, and the Swaythling Housing Manager on ‘walkabouts’.  Sue also joined Wickham Primary School during a visit to the Turner Sims theatre.
