Minutes of a meeting of the above Council held at Wickham Community Centre on Monday 16th June 2008 at 7.15pm.

Present: Angela Clear (Chairman), Sue Roger-Jones (Vice- Chairman), Mike Bennett, Mike Carter, Therese Evans (District Councillor), Justin Gamblin, Jenny Hollis, Colin Roke, Michael Sadler-Forster

County Councillor Freddie Allgood, five members of the public, Parish Clerk Nicki Oliver

1.    To receive apologies for absence Trevor Astbury, Di Frost.

2.    To receive declarations of interest regarding agenda items Cllrs Angela Clear and Sue Roger-Jones declared personal interests in agenda item 6.9.2 as nearby neighbours of the recreation ground. Cllr Sue Roger-Jones and Clerk Nicki Oliver declared personal interests in agenda item 6.2 as Trustees of Wickham Community Centre.

3.    To adjourn meeting to allow participation by members of the public

3.1 Report from County Councillor: report circulated prior to meeting. Cllr Allgood has invited Cllr Margaret Snaith, Community Support, to look at the railway bridges. Priorities for rural road repairs invited as HCC has pledged to spend an additional £1million on maintenance of rural roads.

3.2 Reports from District Councillors: Cllr Evans advised that she supported the officer’s reasons for the refusal of the proposed mosque at Overway, permission was granted by the WCC Planning Development Control Committee.  Flooding issues in Tanfield Lane have been investigated.  

3.3 Questions from members of the public

Residents requested improvements in the quality of the verge maintenance and noted that ditches need to be redug to reduce flooding.  A complaint about Wickham Fair visitors blocking resident’s access in Dickson Park was received.

3.4 Chairman’s announcements

The Chairman is attending the official opening of SCATS 9am on 28th June, the Mayor of Winchester is also attending.

4.    Meeting resumed to approve the minutes of the Full Council AGM 19th May 2008.  With reference to agenda item 11.3 Exception Site appraisal response, the recommendation that a possible extension to Gwynn Way be considered is causing delays to the plans of the Community Land Trust.  It was agreed to contact CAH to confirm that Option 2 – site to rear of the Community Centre – is the site that should be pursued at this time.

5.    Matters properly arising from those minutes: included above.

6.    Meeting resumed to consider the following agenda items:

6.1 Community Safety issues: to receive concerns from councillors / members of the public. Concerns raised about increased cycling on pavements causing danger to disabled residents; repeated vandalism to street lights in Dairymoor and Mayles Close noted, need for a restriction plate outside the school to allow enforcement of zig zag lines requested. Action: all will be investigated.

6.2 Proposal to make loan of £5000 available to Wickham Community Association, interest rates and conditions to be agreed, to facilitate cash flow during the lift/access improvement project Resolved.

6.3 To receive a report on Knowle issues . (Cllr Evans/Cllr Roke)  KVRA now has a website, revised plans for the village green have been agreed.

6.4 Forward Planning Committee report (Cllr Sadler-Forster)

6.4.1 To receive report from meeting held 12th June 2008 The Committee is working towards producing a Development Strategy for Wickham by December, this will depend on the outcome of WCC’s Preferred Options proposals.

The Committee is keeping abreast of the LDF process and the various impact studies that are being carried out on the potential effects of the South East Plan proposals on existing infrastructure and communities.

6.5 Youth Club Committee report (Cllr Carter) Estimates for alterations to the Portakabin are being sought.  The Co-op has agreed to sponsor the Youth Club.

6.6 General Purposes Committee report (Cllr Evans)

6.6.1 To receive update on Tourism leaflet: businesses are being asked to advertise in the leaflet with an option for a free one line entry.

 6.7 Lighting Committee report (Chairman) It was agreed to repair the vandalised light in Mayles Lane.

6.8 Planning Committee report (Cllr Hollis)Cllr Hollis spoke in support of the application for a mosque and community facility at Overway in Fontley Road at WCC’s Planning Development Control Committee on 12th June.  Officer recommendation was for refusal but the Committee voted to approve the application six votes to five.  Members appeared unaware that the site had outline planning permission for industrial use prior to Cllr Hollis’ presentation. 

6.9 Recreation Committee report (Cllr Roger-Jones)

            6.9.1 To receive report from meeting held with Scouts 10th June: The Committee is waiting for estimates from the Scouts to replace their building on the existing site and to relocate to the site that has outline permission, the recommendations below reflect this.

6.9.2 The Committee recommends to Full Council that in respect of the proposed replacement Scout HQ and pavilion on the recreation ground:          

1.    That a shared building should not be pursued at this time. Agreed.

2.    That the Scouts be permitted to construct a new building on the recreation ground on the site that has received outline planning permission. (This will allow space for two tennis courts/ MUGA and access to the memorial ground if required in the future) Agreed.

3.    That the plans for the new Scout building be approved by the Parish Council prior to submission to Winchester City Council. Agreed.

4.    That the pavilion be refurbished or replaced in the short term. Agreed.

6.10 Traffic and Highways Representative's report (Chairman). Efforts to find a solution to flooding problems in Riverside Mews are being explored with residents and Southern Water.

A complaint to SERCO has been made about delays in cutting verges.  Drain clearing is needed throughout the village, Elizabeth Road, Elizabeth Close and Springfield Close have been cleared and requests raised for the rest of the village.         

6.11 Water Meadows Trust report. (Cllr Roger-Jones/ Clerk) The Duck Race on 15th June proved a successful fund raiser for the Scout Group.

6.12 Finance Committee report: (Chairman/Clerk) no meeting this month.          

6.13 Cemetery Committee (Chairman) no further news.        

6.14 Wickham Fair - to receive feedback on management of the event (Cllr Bennett) Some residents did not receive passes which needs to be resolved next year.  An allocated parking area is also needed but the problems achieving this are recognised.

 6.15 HCC public transport information survey update (Clerk) The first draft leaflet has been produced, many changes and suggestions have been made to improve its attractiveness and usefulness.

 6.16 Recycling and plastic carrier bag issues raised by Chesapeake Mill (Cllr Bennett) Glass and other recycling issues(Clerk) Chesapeake has been asked to provide some costings for reusable bags, response awaited.

6.17 Report on recent meetings attended by Councillors/Clear: none.
