Present: Mrs A Clear, Mrs J Mallett, Mr M Carter, Mr M Coles, Mrs D Dudley, Mrs T Evans (District Councillor), Mrs J Hollis, Dr M O’Connell, Mr E Pickering, Mrs S Roger-Jones. One member of the public, Mr F Allgood (County Councillor), Mr P Clohosey (District Councillor), Parish Clerk Mrs N Oliver.
8.1 Report from County Councillor: see attached report. Parish Councillors asked Cllr Allgood to address pot holes in Frith Lane. Cllr Coles asked Cllr Allgood to request speed checks to address the disturbance caused by high performance motorbikes using the A32 and B2177 Southwick Road. 8.2 Reports from District Councillors: see attached report. Cllr O’Connell stated the grass verges were being left too long between cuts. Cllr Dudley advised that the advert for water butts in the WCC publication Perspectives stated delivery was within 28 days. Deliveries are much later than this although the supplier takes payment at the point of order. 8.2 Questions from members of the public: none.
11. Meeting resumed to consider the following agenda items: 11.1 To receive progress report on plans for the Annual Parish Assembly 7pm Thursday 25th May (Clerk.) Plans are progressing, the Youth Club are preparing a presentation on last year’s activities, it is hoped all councillors will attend the Assembly. 11.2 To receive a progress report on Quality Parish Application (Clerk.)(refer to next meeting) 11.3 To receive a report from Knowle Community representatives (Cllr Pickering): no report this month. 11.4 To progress Wickham Parish Plan action items (Cllr Pickering/Clerk). Final Draft to be published and placed on website and notice boards. 11.5 Youth Club Committee report (Chairman/Cllr Carter). The Club continues to function well. 11.6 General Purposes Committee report (Cllr O’Connell) The new owner of the Methodist Church has confirmed that the bench they have removed will be replaced. The summer hanging baskets have been prepared by Mount Folly, Paul Collins will use grey water to water baskets and beds over the summer. The Town and Country Planning Act requires an estate agent’s ‘sold’ board to be removed within fourteen days of completion of a sale. Local agent Taylor Garnier has an agreement with Wickham Croft’s Residents Association that boards will be removed within seven days as long as it does not then relate to a further property. 11.7 Lighting Committee report (Chairman). Nothing to report this month. 11.8 Planning Committee report (Cllr Mallett). 11.8.1 To receive minutes of meeting 26th April 2006. Minutes received. 11.9 Recreation Committee report (Cllr Roger-Jones). 11.9.1 To receive minutes of meeting 10th May 2006. Minutes received. It was agreed to place the order with Kompan for play equipment at The Circle and Recreation Ground. 11.10 Traffic and Highways Representative's report (Chairman). Some of the requested dragons teeth in Fareham Road have been installed. The police have asked that cars are not parked opposite the BTA Garage in Winchester Road. A request for the pavement and kerb to be reinstated has been made. Residents of Upper House Court remain unhappy about heavy traffic on Winchester Road. A request for flashing speed warning lights has been made. These are installed for a defined time and then removed. Requests to be made to HCC to consider 20mph speed limits in Buddens Road, The Circle and Tanfield Lane. 11.11 Water Meadows Committee Report. (Cllr Mallett) The AGM will take place at 7pm on Monday 22nd May. The tenant of the Old Forge intends to give six months notice to quit in June. 11.12 Finance Committee report: (Chairman) 11.12.1 To receive minutes of meeting 10th May 2006. Minutes received. 11.13 Cemetery Committee (Chairman) 11.13.1 To receive minutes of meeting 10th May 2006. Minutes received. 11.14 Wickham Tourism Group –update if appropriate (Cllr Carter). Refer to next meeting. 11.15 To receive update on proposal for a Folk Festival in Wickham The Community Centre is sending letters to residents of Blind Lane to advise of the arrangements for the festival. The licensing request will be heard by WCC on 26th May. The Police are satisfied with the proposed arrangements. The Community Association has set up a committee to oversee the arrangements for the festival. 11.16 Report on recent meetings attended by Councillors. Cllr Mrs Dudley attended the last HAPTC Chairmanship Training session which she considered to be a useful learning opportunity. Chairman Mrs Clear attended the Licensing service for Revd Shirley Henderson. 12 Recent correspondenceWinchester Housing Trust seeking nominations for tenants for new houses in Buddens Road Resident Mr M Hollis suggests the PC improve its notice boards. HCC Countryside Service, asking for assistance to carry out a Parish Path Poll to find out who is using local paths. Meeting closed 9.40pmReports8.1 Report from County Councillor Mr F Allgood Mrs Pat West is the new Chairman of Hampshire County Council and would like to visit Wickham at an appropriate time. Ken Thornber remains Leader with Mike Woodhall as Deputy. Cllr Allgood is a member of the Regulatory and Children’s Services Committee. An Action Team has been set up to look at how HCC can improve its services in the Winchester District. An application for a grant for Wickham Folk Festival has been approved; the grant of £2000 is for non-profit making activities in the village during the festival. A survey has shown that 85% of vehicles using Hoads Hill exceed the speed limit with an average speed of 55mph north bound and 23mph south bound. The police have stated that a 40 mph speed limit would not be supported and on this basis it would be unwise for HCC to attempt to pursue this. It is confirmed that developers yellow signs fixed to road signs and street lights are illegal. Developers will receive a letter asking for signs to be removed, if necessary HCC will remove and charge the developers. Cllr Allgood has received notice that Shedfield Post Office is closing at the end of May; efforts are being made to reopen if possible. 8.2 Reports from District Councillors Cllr Mrs T Evans. The recent election has resulted in the Conservatives gaining control of the City Council. The political make up is now: Conservative 29, Liberal Democrats 21, Independent 4, Labour 3 Cllr Mr P ClohoseyLetters from Crest Double Glazing have been sent to local residents offering discounted installation, some residents are concerns that the offer is not genuine. WCC has approved the letter. An initial meeting has taken place at Knowle to discuss recreation facilities and to ask where residents would like to see particular facilities. A large community building may replace the Chapel.
