Minutes of a meeting of the above Council held at Knowle Village Hall on Monday 18th September 2006 7.15pm.

Mrs Chris Walton, the proprietor of Clemantines, raised concerns that the two refreshment bars at the European Market on17th September were taking business from traders in The Square.  The number of parking spaces taken by the event was considered to be excessive.  It was agreed that the refreshment bars were not in keeping with the market and one appears to have just turned up to the event.  It will be discussed with the organiser.

Mrs Walton reported that Wickham Festival was a great event for the village.

An update on the proposed 40mph limit on Titchfield Lane was requested. Action: Cllr Allgood

It was agreed to meet Cllr Allgood regarding the HAT initiative to advise of the ways the County’s services can be improved in Wickham. Action: Clerk.

 Chairman Mrs Clear advised that it was with regret that the resignation of Edward Pickering had been received.  Edward has been relocated to Nottingham by his employer.

 All agreed that Edward has made a valuable input to the community particularly at Knowle, also assisting Wickham Community Centre spending a significant amount of time managing IT projects.

6.1 To co-opt councillor to fill vacancy: Mr Michael Sadler-Forster co-opted.

6.2 To receive report from Wickham Festival (Mr Chegwyn)

The event was very successful with £82,000 worth of tickets sold.  The event made a loss overall but another event is planned for next year with more commercial sponsorship if possible.  The Parish Council was thanked for its support.

 6.3 To receive report from Wickham Square Events (Mr Martin)

New volunteers have allowed a revitalising of the Wickham Square Events team.  The new Chamber of Trade has asked the team to put up the Christmas lights.  A low key switch on is planned for 4th December.

In 2007 Quacky Races are planned for 10th June with an evening carnival followed by children’s entertainment and party night on 16th June.

6.4 To receive a progress report on Quality Parish Application (Clerk.)

The Quality Parish application was successful, a presentation will take place on 10th October.

6.5 To receive a report from Knowle Community representatives

(Cllr Pickering). No report this month.

6.6 Youth Club Committee report

A Battle of the Bands fundraising event was recently organised by the Club; a successful grant application will fund a paid youth worker, the post is currently being advertised.

6.7 General Purposes Committee report (Cllr O’Connell )

Weed killing is being pursued.  It was suggested that traders and residents

should take responsibility for  weeding and litter picking in front of their properties.

The flowerbeds are disappointing both design and planting, the baskets are, however,

very successful.

6.8 Lighting Committee report (Chairman).

Lights ordered for the 2006 CSI scheme should be installed shortly

6.9 Planning Committee report (Cllr Mallett).

6.10 Recreation Committee report  (Cllr Roger-Jones).

The new play equipment is proving popular, an opening ceremony for The Circle is to be arranged.

6.11 Traffic and Highways Representative's report (Chairman).

Request for pavements to be cleaned, weeding and dragons teeth installation are chased regularly with little success.  Action: To be raised with the HCC HAT team as issues of concern.

Yellow lines in the village including Tanfield Park are being pursued with WCC.

Despite a number of requests it would appear that temporary flashing lights to slow traffic in

Winchester Road are unlikely to be made available.     

6.12 Water Meadows Committee Report. (Cllr Mallett)

The picnic benches have been vandalised, the bridge and a seat have also been damaged with an axe.

Action: repairs to be made.

6.13 Finance Committee report

6.13.1 To receive minutes of meeting 24th July 2006 including recommendation to approve

6.14 Cemetery Committee (Chairman)

Quotations for carrying out potential water pollution survey work and highway designs have been requested.

It was agreed to ask Rookesbury again whether land adjoining the existing church could be made available.

6.15 Wickham Tourism Group – refer to next meeting

6.16 Report on recent meetings attended by Councillors.

Mrs D Dudley has attended HAPTC Chairmanship training courses and also a meeting with the WCC Tree Officer

regarding tree cutting on the site of Brook in Tanfield Lane.

3 Reports

3.1 Report from Mr F Allgood County Councillor

New Environment Head

Councillor Mel Kendal has been appointed as the Executive Member for the Environment in Hampshire County Council in place of Councillors Knight and Glen who shared the portfolio. Councillor Glen will concentrate on strategic planning matters.

Clr Kendal will take over the matters that were being dealt with by Clr Knight. I have invited Clr Kendal to visit Wickham in the near future to discuss several matters of importance. I will advise the Parish Council when this can be arranged.

County Council to appear at Regional Plan inquiry

The county council has been invited to appear at the forthcoming inquiry into the South East of England Regional Plan.

The inquiry, called an Examination in Public, starts on 28 November and concludes on 30 March 2007. An Examination in Public is  an informal discussion of key issues around a table.

The issues to be discussed by Hampshire concern housing numbers, waste management and the need for infrastructure to keep pace with development.

Hampshire plans to make two key points to the three inspectors who have been appointed to head the inquiry. These are the need for Government funding for better roads, more schools and additional medical facilities to support the planned 80,000 new homes in South Hampshire. And the second point concerns the need to protect the character and identity of the county’s cities, towns and villages.

This is particularly important for Wickham parish as the plan to build 10,000 new homes north of Fareham constitutes a major threat to the character of Wickham parish and Knowle village in particular. Senior county officers have promised me that they will stress the need for a local gap between Knowle and any North Fareham development

New Residential and Nursing Home Opened

A seventh residential and nursing home has been opened as part of the County Council’s ENHANCE project (extra nursing homes and nursing care extensions).

The county plans to open 10 such homes in Hampshire to provide a total of 500 new beds with residential and nursing care. The programme is expected to be completed next year.

This is the first time a local authority has worked with the NHS to provide additional homes for the vulnerable elderly people.

Hampshire’s Heritage

Wickham took part in Hampshire’s Heritage Open Days earlier this month. The county-wide programme included visits to Chesapeake Mill and tours of the Park Place Pastoral Centre. Other places nearby that took part in the heritage celebration were Fort Nelson in Boarhunt and the Southwick Brewhouse.

New Approach to Arts

Hampshire has announced significant changes to the way it makes awards for arts projects. There will be two pots of money, one called Arts Acivity Grants, and the other Business Partnership Grants.

The Arts Activity Grants will assist Hampshire-based groups to organise arts projects that benefit people in the county and contain a community focus. Applicants should be non profit making groups and have secured support from a district or parish council.

The Business Partnership Grants aims to foster a positive relationship between business and the arts by matching sponsorship by a business up to £500.

The deadline for consideration of grants in the year from  April 2007 to March 2008 is March 2007.

HATs Off

Hampshire Action Teams – known as HATs – swing into action on 1 October. The teams consist of all county councillors in each district and the objective is to ensure that the county council services in each district meet the needs of local people.

The first meeting takes place on 6 October and I would be grateful for any ideas from the Parish Council on how the county council’s services in this area can be improved.

3.2 Report from Mrs T Evans District Councillor

The Winchester Open Weekend was very popular, organised by WCC Tourism Officers.

The major development area West of Waterlooville will be determined by the City Council in early 2007.  Havant Borough Council will consider the application on 31st October 2006.

Complaints about the Veranda Restaurant continue to be received, the Environmental Health Officers and monitoring the site.

Cllr Evans has spoken to the Leader of WCC regarding the Whiteley school proposal, he has confirmed that there is no intention to sell Meadowside Recreation Ground for a school.

A decision is awaited on the provision of a new sports pavilion at Knowle.
