Parish Councillors present: Angela Clear (Chairman), Sue Roger-Jones (Vice-Chairman), Mike Bennett, Mike Carter, Thérèse Evans (District Councillor), Di Frost, Justin Gamblin, Jenny Hollis, Michael Sadler-Forster Sue Fitzgerald (District Councillor) Freddie Allgood (County Councillor) 11 members of the public. 1 To receive apologies for absence: Cllr Trevor Astbury 2 To receive declarations of interest on agenda items: none. 3 To adjourn meeting to allow participation of members of the publicDavid Roger-Jones outlined plans for the Community Centre including a lift and an extension for the Youth Club. Requests for funding assistance will be made in due course. Doug Copeland congratulated the village for winning the Hampshire Calor Village of the Year competition. Mr Copeland also thanked the Chairman for arranging for a large pot hole in Mill Lane to be repaired. Maggie Smith of Hundred Acres Road requested Council support for a reduction in the National speed limit in Hundred Acres Road, there is a planning application for a further 11 placements at Rookesbury Caravan Park and there are concerns that this will exacerbate the current speeding problems. It was agreed to support the request for a speed limit reduction on this road. Stephen Stewart from Amey was welcomed to the meeting. Amey is bidding for the Hampshire Highways term maintenance contract. 3.1. Report from County Councillor: please see attached report. Cllr Michael Sadler-Forster asked why the signage clutter project was taking so long to deliver. Cllr Allgood agreed it should not be taking so long. 3.2 Reports from District Councillors: please see attached report. 3.3 Other questions from members of the public Cllr Mike Carter advised that SEERA is seeking comments on sustainability issues, an online questionnaire is available. 4 Meeting resumed to approve the minutes of the Full Council meeting 16th July 2007: minutes approved and signed. 5 Matters properly arising from those minutes not included below: none.6 Agenda items: 6.1 To receive report and feedback from Wickham Festival (Festival Organiser Peter Chegwyn) Peter Chegwyn advised that 320 emails had been received following the festival, only six with a negative response. There were acknowledged problems this year due to weather and planning improvements will be needed for a future festival. There was substantial local support, 702 adults and children attended on the ‘free day’ for local residents. Thanks are due to Tom Houghton for his support and to local farmers who helped with tractor hire. It is hoped to hold the festival again next year and it was asked that permission be granted to place the advertising banner on the recreation ground fence for eight weeks before the event rather than four weeks currently agreed by the Recreation Committee. It was agreed to ask the Committee to reconsider the request. 6.2 To receive feedback from WAHG interviews with applicants (Cllr Carter) Cllr Mike Carter attended some of the interviews held with applicants. Between 40 and 50 were interviewed. Chairman Angela Clear reported that 29 letters regarding the possible use of the Glebe Field for housing had been received, two are in favour, the remainder against. 6.3 To receive update on Market Town Health Check. (Chairman/Clerk): all data collection will be completed by the end of September, ready for the next stage. 6.4 Village Design Statement/ Wickham strategic issues progress report (Cllr Sadler-Forster) Meeting to discuss strategic issues arranged for 7pm Wednesday 3rd October. It will be advertised as a public meeting through the parish magazine, notice boards and website. 6.5 To receive a report on Knowle issues The junior football and cricket pitches have been prepared and seeded. 6.6 Youth Club Committee report (Cllr Carter) The Chairman, Angie Clear is setting up a new choir, there has also been an offer to form a football team. More space is needed and Portakabin options are being researched. Knowle Community Buildings Association is also looking to set up a youth club and is seeking funding. Cllr Mike Carter advised that Wickham leaders and management have offered to help with this. 6.7 General Purposes Committee report (Cllr Evans ) 6.7.1 To receive minutes from meeting 5th September: minutes received. 6.7.2 Proposal that Wickham acts as a ‘hub’ for the Safer Neighbourhood Panel and that the GP Committee invite ‘spoke’ parishes to meetings to raise issues under an appropriate agenda item on a regular basis. (Briefing papers on the scheme copied to all councillors with agenda for the June Full Council meeting.) Resolved to trial for one year. 6.7.3 Proposal that the Parish Council adopts revised Standing Orders (as draft emailed to councillors 22nd June 2007 with amendments noted in GP minutes of 5th September) Resolved. 6.7.4 Proposal to place order with Blackwell and Moody to clean the war memorial for the sum of £934.00 plus VAT to be funded through PC reserves/new projects budget. Resolved. 6.7.5 Proposal that the GP Committee lead the Christmas light switch on event this year. Resolved. 6.8 Lighting Committee report (Chairman) : the new light in Buddens Road has been installed, new column for Wykeham Field to be ordered, on going repairs are being actioned. 6.9 Planning Committee report (Cllr Hollis). 6.9.1 To receive minutes of meeting 30th July 2007: minutes received. 6.10 Recreation Committee report (Cllr Roger-Jones) 6.10.1 To receive verbal report from meeting 5th September 6.10.2 Knowle community building and recreation spaces: proposal that that the Parish Council indicates its willingness to Winchester City Council to: 1.Take ownership of the Knowle new community building subject to suitable terms and conditions being agreed. Resolved. 2. Take ownership and manage Knowle Recreation Ground and future recreation facilities (including skatepark and MUGA), subject to suitable terms and conditions being agreed. Resolved. 3.a. Take ownership and manage all open spaces as shown on plan circulated to all members prior to meeting, subject to suitable terms and conditions being agreed. Further information required before making long term decision. 3 b. As an alternative to proposal 5.1.3.a. take ownership and manage four (possibly five in the future) play areas as shown on the plan circulated, subject to suitable terms and conditions being agreed. Resolved 4. Accept a commuted sum of £100,000 to offset the costs of taking ownership and managing the above facilities. Resolved. Notes regarding proposals circulated to all councillors with Recreation Committee agenda. 6.10.3 To accept a quotation from Portsmouth Water in the sum of £300 + VAT to carry out repairs to leaking main. Resolved. 6.11 Traffic and Highways Representative's report (Chairman). The Chairman, Angela Clear, expressed concern that requests are not being actioned, no progress has been made since the last meeting. 6.12 Water Meadows Trust report. (Chairman/ Clerk): the new interpretation board has been installed. 6.13 Finance Committee report: (Chairman/Clerk): no report this month. 6.14 Cemetery Committee (Chairman): no report this month. 6.15 Report on recent meetings attended by Councillors/Clerk including: 6.15.1 Update on Village of the Year Competition Wickham has won the Hampshire Calor Village of the Year 2007 competition and will now enter the National round. 7 Recent correspondence: list circulated prior to meeting.8 Accounts for payment It was resolved to pay the following accounts for August (page 5) and September (page 6)
9 Questions and comments from CouncillorsCllr Thérèse Evans requested that a proposal that KCBA will take over the new Knowle community building be added to the next Recreation Committee agenda. Action Clerk. Cllr Mike Bennett raised the need to refurbish the railway bridges, this project has been researched in detail in the past and no funding appears to be available. Cllr Bennett will look at possible alternative methods to enhance their appearance. Cllr Mike Bennett also clarified his suggestion that trees removed should be replaced on a two for one basis. A project for new road signs welcoming people to Wickham was proposed, to also advertise winning the Village of the Year competition. Action Clerk. Meeting closed 9.50pm Reports3.1 Report from County Councillor Freddie Allgood Cllr Allgood congratulated the village on winning the Calor Hampshire Village of the Year competition. The signage clutter removal project plans will be available for consultation in the near future 3.2 Report from District Councillor Sue Fitzgerald Cllr Fitzgerald is still undertaking training but continues to deal with ongoing casework and also attended a briefing on the South East Plan inspector’s report. 3.2 Report from District Councillor Thérèse Evans Sue is doing a great job and working very hard for Wickham and Knowle residents. There have been ongoing concerns from residents regarding the ABC collection system. PUSH has become a more formal organisation and future meetings will be held in public.
