Present: Mrs A Clear (Chairman), Mrs J Mallett (Vice-Chairman), Mr M Carter, Mr M Coles, Mrs D Dudley, Mrs T Evans (District Councillor), Mrs J Hollis, Mr N Jackson, Dr M O’Connell, Mrs S Roger-Jones, Mr M Sadler-Forster Mr F Allgood (County Councillor), Mr P Clohosey (District Councillor), four members of the public, Parish Clerk Mrs N Oliver. 1. Please see attached report. Prior to the meeting Cllr Allgood presented proposals for traffic lights at the Church crossroads. A scheme for both traffic lights and road widening is preferred by HCC officers. It is possible work could be included in the 2008/9 programme if funding is agreed. A 30 mph limit north of the Church crossroads was requested by councillors to take effect as soon as possible. Cllr Allgood advised that the highways work programme would be available to view on the internet shortly. 3.2 Reports from District Councillors Please see attached report. The PC has been advised that WCC grants permission for developers yellow signs. It was questioned why 16 signs around the village for Elizabeth Place were necessary. A question was asked regarding the increase in the rate of recycling for the alternate collection pilot project. 3.3 Other questions from members of the public: none.
5. Matters properly arising from those minutes: included below.
6.1 Revised Village Design Statement progress report (Cllr Sadler-Forster) The team has received guidance documents from WCC following a meeting with Steve Opacic. Funding will be required to publish the revised document, WCC may reinstate a fund to assist towards costs.
6.2 To receive update on European Market (Cllr Carter) The next market will be held on Christmas Eve; the manager will supply a list of traders and ensure vans are not parked in The Square.
6.3 To receive a report from Knowle Community Berkeley Homes has advised Knowle Residents Association that it is not insured to relocate the war memorial, the new location has not been agreed, decision on the future community building awaited. District Councillors Mrs Evans and Mr Clohosey have ensured the WCC draft budget for 2007/8 includes a proposal for a sports pavilion/community building at Knowle.

6.5 General Purposes Committee report (Cllr O’Connell ) 6.5.1 To receive minutes of meeting 30th October 2006 Minutes received. 6.5.2 Proposal to place order for new notice board from Contacks Construction for the sum of £1928 + VA:T Resolved. 6.5.3 Proposal to place order for replacement seat adjacent to the bus shelter from Neptune for the sum of £ 541 + VAT: Resolved. 6.5.4 Proposal to order a new 50 litre metal dog bin for Station Close car park from WCC for the sum of £200.53 + VAT running cost £3.10 per empty: Resolved.

6.8 Recreation Committee report (Cllr Roger-Jones). 6.8.1 To receive minutes of meeting 30th October 2006. Minutes received. 6.8.2 Update on proposal for replacement Scout Hut Chairman, Rec. Chairman and Clerk to attend a meeting on 21st November with the Scout Committee. 6.8.3 Proposal with effect from November 2006 to make additional payments to Paul Collins allocated to contingency fund for this committee:
£25 per week to maintain The Circle play area £25 per week to maintain the Skatepark (currently part of village cleaning hours) Increase the payment for the Recreation Ground maintenance to £300 per month all year (at present £175 November – March, £275 April – October no increases paid since contract started in 2002). This is to cover longer growing season and additional litter picking required as the Rec has become very well used. Resolved.
6.9 Traffic and Highways Representative's report (Chairman). Requests for repairs and maintenance appear to go unheard. Update 21st November…. Highways has promised a team to work in Wickham starting 22nd November until outstanding repairs completed.
6.10 Water Meadows Committee Report. (Cllr Mallett) 6.10.1 To receive minutes of meeting 23rd October 2006 Minutes received. 6.10.2 Update on tenancy of Old Forge. The Trust has agreed to let the Old Forge for use as a barber shop. The tenants wish to call it The Wickham Barbershop and are seeking a six year renewable lease. Following a complaint from a resident of St Nicholas Row that trees are cutting out light, a tree survey is to be carried out to identify whether work here would be appropriate and to highlight any maintenance work required elsewhere on the site.
6.11 Finance Committee report (Clerk) The accounts for 2005/6 have been signed off by the External Auditor. Budgets proposals for 2007/8 required for the next Finance meeting to be held on 11th December. 6.12 Cemetery Committee (Chairman)
6.12.1 To receive minutes of meeting 16th October Minutes received. 6.12.2 Proposal to progress Tier 1 Hydrology report at a cost of £1500 (Previously agreed Burials Authority feasibility study cancelled) Resolved.
6.13 Wickham Tourism Group (Cllr Carter) WCC has agreed with the Chamber of Trade that Wickham events should be advertised in district brochures and leaflets and on WCC tourism webpages. 6.14 Report on recent meetings attended by Councillors/Clerk: Cllr Evans and Cllr Hollis attended a planning enforcement training session, (Clerk has copy of presentation slides) Staffing the department is a problem but a new manager has recently been appointed. Cllr Clear and Cllr Mallett attended a meeting for Chairmen with WCC Leader George Beckett to discuss devolution of services, rural housing and transport and issues of concern to PCs. Cllr Mallett attended a meeting regarding the proposed Kairos intermediate housing project. The group intends to pursue a project to build 12 houses on Glebe land for local people not necessarily on the housing list, possibly shared equity. There are plans to carry out a housing needs survey and approval from the PC is sought for this. Cllr Clear and Clerk attended a meeting with WCC to discuss the proposed layout of the recreation ground at Knowle. There are many concerns regarding the current proposals. WCC would like the PC to consider taking responsibility for the space in return for a commuted sum from the developers contributions. A more detailed proposal has been requested. 7 Recent correspondenceRequest to hold a circus in Wickham 14th May – it was agreed this would not be appropriate the week before Wickham Fair. 9 Questions and comments from Councillors The Police Community Support Officers were great at the Remembrance Day Service. Congratulations also to the Scouts who read very well at the service.
Reports 3.1 Mr F Allgood County Councillor The Church CrossroadsA detailed technical study of the church crossroads in Wickham has been completed by the county council following a local campaign for action to make the junction of the A32 and B2177 safer for pedestrians and drivers. In the past three years there have been five accidents resulting in injuries. Traffic is classed as moderately heavy at the junction, the main problem being lengthy queues on Southwick Road of up to 30 vehicles, many of them trying to turn right. The county has looked at five options for improvements at this junction: traffic signals based on the current layout; traffic signals with carriage way widening; a roundabout, prohibited right turn movements and standalone pedestrian crossings. The traffic specialists conclude that the best option is for traffic lights to be installed and would like to discuss this with church officials. The cost of the works is in excess of £300,000. I am pressing the Executive Member of the Environment to include this project in the works programme at the earliest opportunity. Speed Limit on Titchfield Lane and Fontley RoadThe county council has now agreed to extend the proposed 40 mph speed limit in one continuous length from the parish boundary on Fontley Road all the way to where Titchfield Lane joins the Winchester Road. Originally it had been proposed that the speed limit should be in two sections, one on the lower part of Fontley Road and the other on Titchfield Lane with a gap between where there are few homes. Signs have now been ordered and officers have inspected the road to decide exactly where the signs will be erected. It is hoped these will be in place in January Normandy Court meetingResidents of Normandy Court requested a meeting with their county councillor and a district councillor to express many concerns. These related to housing maintenance matters which were dealt with by Councillor Tony Coates, the portfolio holder for housing, and road matters by myself. The main concern was the difficulty of crossing Mill Lane to walk to the doctor’s surgery and to The Square. I invited a highway specialist to visit Mill Lane to see what can be done to make this safer for local pedestrians. One of the proposals is to move the ‘elderly people crossing‘ sign higher up Mill Lane to remind motorists to exercise care when approaching the junction with Station Road. Grants for Music FestivalA grant of £2000 has been agreed by the County Council to support the 2007 Wickham Summer Music Festival. 3.2 District Councillors Mrs T Evans and Mr P Clohosey Wickham will receive alternate waste collection from June 2007; information will be circulated to residents and roadshows held prior to the changes taking place. Draft budget proposals for the City Council for 2007/8 have been received which includes a sports pavilion/community building for Knowle. Children from Wickham Primary School took part in a concert at Turner Sims as part of an Art and Kids project. Station Close car park should be resurfaced by the end of March 2007. Matters arising from the last meeting: It was questioned why Cold Harbour Close required yellow lines, a resident of the Close present at the meeting advised that commuter parking was not a problem. Residents asked the District Councillors for yellow lines in Cold Harbour Close to be considered. The function of both the Rural Towns Officer and the Economic Development Officer was questioned. The Rural Towns Officer works three days a week, it is a one year post. She will be able to help rural towns access SEEDA funding. The report from Environmental Health stating only one household has complained about odour from Veranda was considered inaccurate. The Environmental Health officers have only received one complaint about Veranda giving a name and address. The owners have taken action to improve extract filters. There have been complaints from traders that parking in The Square is not receiving sufficient policing. Parking wardens visit The Square on a daily basis, often twice a day, one business is repeatedly fined but appears to prefer to pay fines than seek alternative parking.
