In the absence of the Committee Chairman the following delegated responses were agreed with Committee members: 1. Ref No: W14097/56 Case No: 07/02831/FUL Team: Case Officer: Julie Pinnock Applicant: Berkeley Homes (Southern) Limited Proposal: Multi use games area (MUGA), skate park and associated parking Location: Land at Knowle Avenue and Greater Horseshoe Way Knowle Hampshire The PC has agreed in principle to take ownership of these facilities when they are completed. The Recreation Committee has been liaising with WCC and Berkeley Homes regarding these facilities; the Committee has ongoing concerns that proposed locations for the skatepark and MUGA are too close to houses. Following a request from the PC, WCC asked Berkeley to provide a noise attenuation report to demonstrate that a proposed earth bund would provide sufficient noise attenuation to prevent nuisance to nearby residents. This has not been carried out to date. Proposed response: The Parish Council fully supports the provision of these facilities but has concerns about the proposed location and its close proximity to nearby houses. A noise attenuation survey should be prepared before permission is granted to ensure the proposed bund is sufficient to reduce noise levels to an acceptable level for nearby residents when the facilities are in use. 2. Proposed response: The Parish Council fully supports the early provision of the pavilion, the PC has agreed in principle to take ownership of the building on completion, and in view of this would like to request the following: That provision be made for vehicle access to the entrance of the building to facilitate deliveries and to improve disabled access. Facing brick would be preferable to shiplap for external walls, if not for entire building for 2.4m above dpc 3 .Ref No: W03395/13 Case No: 07/02914/HCS Case Officer: Neil Mackintosh Applicant: Mr T Adams Proposal: Extension to existing building and outside storage bay Location: 1A Pegham Coppice Laveys Lane Titchfield Fareham Hampshire PO15 6RX The PC, WCC and HCC has consistently objected to the applications for new premises at Pegham, permission has been granted on appeal for at least two sites This application will be determined by HCC, WCC has already submitted this response, suggest we send the same: 1 The proposed development is contrary to Policy G1 of the Hampshire County Structure Plan Review and Policies S16, CE1, CE5, CE10, CE18, DP3, DP4, T1 and T5 of the Winchester District Local Plan Review in that it would; a) result in the expansion of commercial activities at Pegham Coppice, b) undermine the appearance and function of the Meon Strategic Gap, c) fail to respect the character of the landscape and result in an intrusive feature in the countryside, d) harm the adjacent Site of Importance for Nature Conservation, e) have an adverse impact on adjoining uses and f) could have significant transport implications for which no Travel Plan has been submitted. 4 .Case No: 07/02729/FUL Applicant: Mr & Mrs S.
