 Minutes of a meeting of the above Committee held at Wickham Community Centre on Monday 28th April 2008 at 7pm.

With reference to agenda item 5.4, residents raised concerns about access to the site and objected to any proposed access through Mosse Court and Tanfield Lane.

5.1 Ref No: W02009/40 Case No: 08/00521/FUL Case Officer: Jane Rarok Applicant: Mrs Melanie Lloyd Proposal: Erection of single-storey garden design studio Location: Solent Nurseries Fontley Road Titchfield PO15 6QS No objections but request that a condition be imposed that the adjoining field is cleared of rubbish generated by Solent Nurseries prior to work starting.

The Parish Council strongly objects to this application.

The applicant has failed to comply with WCC’s adopted Statement of Community involvement in that large scale proposals require community involvement prior to the submission of an application.  The minimum expected by the SCI para 5.24 Diagram 7 includes: public meetings, an exhibition, meeting with parish council, notification of neighbours and review of the VDS guidance. This has not taken place.

The site is a key element of the conservation area of Wickham, highly visible and of strategic importance to the village.  Any proposals will attract significant interest within the community which, as a result of WCC’s adopted SCI, will expect to be a major stakeholder in the final scheme.

Without the benefit of prior community involvement the PC considers it would be inappropriate to comment on the detail of this application.

The Parish Council also formally requests that the community involvement approach indicated that WCC may undertake in SCI Diagram 8 be applied to this application in that a meeting and consultation between WCC and the Parish Council takes place. 

 Should officers be minded to grant delegated permission for this application it is requested that it be referred to Committee.
