Minutes of a meeting of the above Committee held at Wickham Community Centre on Monday 26th November 2007 at 7.00pm.

Present: Jenny Hollis (Chairman), Angela Clear, Mike Bennett, Di Frost, Justin Gamblin, Michael Sadler-Forster

Three members of the public, Parish Clerk Nicki Oliver 

1.    To receive apologies for absence: Cllr Mike Carter

2.    To receive declarations of interest on agenda items: Cllr Jenny Hollis declared a personal interest in item 5.2 as applicant known to her; a personal and prejudicial interest in item 5.6 as applicant is her niece; and a personal and prejudicial interest in item 5.13 as owner of property.  Cllr Hollis took part in discussions regarding item 5.2; but did not take part in discussions regarding items 5.6 and 5.13.

5.3 Ref No: W02009/39 Case No: 07/02625/FUL Case Officer: Mr Neil Mackintosh Applicant: Mr J And Mrs M Kness Proposal: Change of use of land to equestrian and erection of stables on land to the rear of Little Fontley (THIS APPLICATION MAY AFFECT THE SETTING OF A PUBLIC RIGHT OF WAY) Location: Little Fontley Fontley Road Titchfield PO15 6QX: No objections but request condition that no additional mobile homes or out buildings are installed and no caravans or other vehicles are stored without the necessary permissions.

Object: the size, design and scale of the conservatory is unsympathetic to its immediate and wider surroundings the application will result in development filling the width of the plot.

5.6 Ref No: W18290/06 Case No: 07/02678/FUL Case Officer: Elaine Walters Applicant: Mr D Heathfield Proposal: Change of use from store to beauty salon (RETROSPECTIVE) Location: Barn at Beechleigh Southwick Road Wickham

No objections but request condition that ensures the business use only operates in conjunction with the occupiers of Beechleigh to prevent the establishment of independent business use in an unsustainable location – premises is only accessible by car.

5.10 Ref No: W04063/04 Case No: 07/02759/FUL Case Officer: Mr James Jenkison Applicant: Mr M. Way Proposal: Decking to rear (RESUBMISSION) (RETROSPECTIVE) Location: Green Trees Hoads Hill Wickham PO17 5BX

Object due to the scale and mass of the proposals. Concern regarding impact of proposals on the amenity of the northern adjoining property due to the height of the decking creating potential increased overlooking. 

Request for application to be considered by Committee if officers minded to grant permission. ( as response to Case No: 06/03487/FUL  24th January 2007)

5.11 Ref No: W00007/04 Case No: 07/02774/FUL Case Officer: Applicant: Mr And Mrs J And D Chambers Proposal: Erection of boundary wall and entrance gates (RETROSPECTIVE) Location: Beaver Lodge Fontley Road Titchfield PO15 6QY: No objections.

5.12 Ref No: WLDC/439 Case No: 07/02775/LDC  Case Officer: Legal Applicant: Mr Jason Chambers Proposal: Continued use of dwelling in breach of condition no. 5 of permission W00007/01 (agricultural occupancy condition) (CERTIFICATE OF LAWFULNESS) Location: Beaver Lodge Fontley Road Titchfield PO15 6QY: Object set an unwelcome precedent for other similar properties.

6.    Signage Clutter pilot study update: members expressed disappointment that details of the proposed signage layout had not been received.  Action Clerk to ask officer to attend next meeting if details not received in the meantime.
