Minutes of a meeting of the above Committee held at Wickham Community Centre on Monday 21st January 20 at 8.30pm.

Object: in the absence of information on the historical significance of this building this application is contrary to WDLPR policies:

CE.9 (Development likely to harm a Site of Importance for Nature Conservation) the applicant has not demonstrated that the need for the development outweighs the potential impact and harm to the nature conservation value of nearby sites.

CE24 ((i) Change of use of existing non residential buildings to residential use will not be permitted unless the building is of a design and construction that is suitable for conversion without substantial works. ) the applicant has demonstrated that conversion of this building for habitable use would require substantial works.

Contrary to guidance provided in PPS7 Sustainable Development in Rural Areas in that it:

(a)  Results in the establishment of a dwelling in an unsustainable location:  the site is remote from settlements and services, and is only accessible by car on inadequate rural roads.

(b)  Has not been demonstrated that a dwelling at the site is essential to support a rural based enterprise:  applicant has not demonstrated the barn is surplus to current or future agricultural requirements or that conversion is essential to support a rural based enterprise.
