Minutes of a meeting of the above Committee held at Wickham Community Centre on Monday12th May at 7.45pm. Committee members present: Sue Roger-Jones (Chairman), Trevor Astbury, Angela Clear, Justin Gamblin, Jenny Hollis, Colin Roke Parish Councillor Mike Carter, Parish Clerk Nicki Oliver 1 To receive apologies for absence: none. 2 To receive declarations of interest on agenda items: Cllrs Roger-Jones and Clear declared personal interests in agenda item 5.2 as nearby neighbours of the recreation ground. 3 To adjourn meeting to allow participation by members of the public: not required. 4 Matters arising from the last meeting 5 Agenda 5.1 To receive update on proposal to take responsibility for Knowle village green, play areas, pavilion and recreation facilities. Knowle Village Residents Association remains unhappy with the proposed layout of the skatepark and MUGA, ongoing negotiations with WCC taking place. 5.2 To receive update on proposals to construct new Scout headquarters / sports pavilion on the Recreation Ground. Scout Group liaising with planners regarding external finishes for a replacement building. After lengthy discussions the following recommendations were agreed for consideration by Full Council: That a shared building should not be pursued at this time. That the Scouts be permitted to construct a new building on the recreation ground on the site that has received outline planning permission. (This will allow space for two tennis courts/ MUGA and access to the memorial ground if required in the future) That the plans for the new building be approved by the Parish Council prior to submission to Winchester City Council. That the pavilion be replaced in the short term. 5.3 To readdress shortfall in sports fields and discuss new and existing possibilities. Update on time scale for the Rookesbury proposal awaited from the Forward Planning Committee. 5.4 To consider request from Cricket club for additional open space funding and make recommendation to Full Council. It was agreed to recommend to Full Council that the existing offer of £25,000 from the Open Space Fund should remain in place for a further six months. In view of plans for other local projects, if the offer is not taken up during this time this decision should be reviewed. 5.5 To consider request from Meadowside Leisure Centre for contribution of £485.76 towards Adopt a School Scheme, details circulated to all members. It was agreed to recommend to Full Council that a contribution be made and the success of the scheme be reviewed by members prior to consideration of further grant applications. 6 Questions and comments from Councillors: none.Meeting closed 8.50pm
